Should a tune-up include topping up the refrigerant?
No. A sealed system does not use refrigerant, so if yours is low it is leaking, and that is a repair with a diagnosis attached rather than a routine line on a service bill. Being charged for refrigerant at every visit is the clearest sign a leak is being managed rather than fixed.
What should a proper AC tune-up include?
Cleaning the outdoor coil properly, checking the electrical connections and the starting components, measuring pressures and the temperature split across the indoor coil, checking the condensate drain, and inspecting the parts known to wear. The temperature split is the one to ask about: it tells you whether the system is actually cooling as it should.
They found several problems. Should I worry?
Ask for the measurement behind each one. A capacitor reading below its rated tolerance is a fact you can see on a meter. "It is getting weak" without a number is an opinion, and on a part that cheap it is worth replacing anyway — which is exactly why it is a common padding item.
Is an annual check really necessary for AC here?
Our cooling season is short, so an AC in Puget Sound genuinely runs fewer hours than one in a hot state. Every other year is defensible on a young system you keep clean. What changes that is your warranty, which may require it annually from the start.
